A promising beginning at BIRMINGHAM was set back by the fire of 1879 which, however, resulted in a new Central Library three years later. He was responsible for new branch libraries and for considerable development of the Shakespeare Collection; during his period of office book stocks grew to more than 250,000 and book issues to 1,250,000.
